The Prime Minister approves the update plan for Hoa Lac High-tech Park

Prime Minister Nguyen Xuan Phuc has approved updated plans for Hoa Lac High-tech Park, to be completed by 2030 in Hanoi’s outlying districts of Thach That and Quoc Oai.

The Hoa Lac Hi-tech Park was established in 1998 under former Prime Minister Nguyen Tan Dung’s decision aimed at researching, developing, and applying high technology, training high-technological manpower, and manufacturing as well as trading high-tech products.

The hi-tech Park is the first and the largest hi-tech facility in Vietnam with total area of 1,586 ha. It was designed as a model of a smart city with different functional zones, including research and development zone, software parks, hi-tech industrial zone, education and training zone, and central and service area.

The park is located along Hanoi’s Thang Long Boulevard, convenient for transport links to Noi Bai International Airport and Hai Phong deep-sea port.

According to updated plans, core hi-tech fields to be developed in the park include information and technology, communication, electronics, biology, new materials and energies. There will be an education and training zone for universities and vocational training schools covering an area of over 123 ha under the updated plan. A software zone of almost 56 ha will be for software producers and software service providers.

A research and development zone spanning an area of over 263 ha will house R&D institutions or those to train, attract and support hi-tech experts. The zone is forecast to be a bridge connecting academic studies and practical applications.

About 12,600 people are currently living and working in the park, and by 2030 the park’s population is expected to reach 229,000, half of which will be permanent residents. The Hoa Lac Hi-tech Park is expected to become a model science city and a national hub for technology development and application.

The Prime Minister asked the ministries of Construction, Science and Technology and Hanoi People’s Committee to develop a housing policy for experts and people working in the park. The Hoa Lac Hi-tech Park also includes a Housing Zone, Sport and Entertainment Area and Service Area with a supermarket, restaurant, hotel and public health services.

The municipal committee is also responsible for ensuring better transport connections, water supply and drainage in and out the park. The city has been assigned the organization of compensation and resettlement for people who had to move to other areas to make room for the park development.

Prime Minister Nguyen Xuan Phuc directed Ministries of Finance, Investment and Planning to arrange proper funding to develop infrastructure in accordance with the park’s planning development.

The Hoa Lac High-tech Park is home of the country's biggest research and development center for technologies related to mechanics, electronics, energy and environment with a total investment of VND600 billion (US$ 26.5 million).

Until this year, the park had housed 69 projects with a total registered capital of nearly 55.4 trillion VND (2.47 billion USD). The projects operate in various fields such as software production and business, information technology, biology, medicine, electronics, and automation, including those to build FPT university and software park, Viettel hi-tech centre and a national satellite centre.
