Adopting a qualitative research approach, the framework is developed based on an extensive literature review and expert consultations. The study identifies four key factors that significantly influence the effectiveness of training initiatives: training design, trainee characteristics, organizational support, and evaluation metrics. These elements form the foundation of the proposed framework, which not only offers theoretical contributions to academic discourse but also provides practical guidance for higher education institutions seeking to improve their staff development strategies. The findings serve as a basis for future empirical research and support more targeted, efficient training program implementation within universities.
