Khoản vốn vay nói trên nhằm hỗ trợ Chính phủ Việt Nam triển khai 2 chương trình, gồm chương trình hỗ trợ ứng phó với biến đổi khí hậu (SP-RCC) chu kỳ IV, trị giá 10 tỷ yên và chương trình hỗ trợ quản lý kinh tế và nâng cao khả năng cạnh tranh 2 (EMCC2), trị giá 15 tỷ yên.
Tại lễ ký kết, ông Hiroshi Fukada khẳng định các biện pháp ứng phó với biến đổi khí hậu cũng như cải cách cơ chế kinh tế thông qua thẩm định khu vực tài chính và các quy định tài chính… là những khâu rất quan trọng trong sự phát triển của Việt Nam thời gian tới.
"Chúng tôi hy vọng Việt Nam giữ vai trò chủ đạo cũng như sử dụng nguồn vốn một cách minh bạch, hiệu quả", ông Fukada nói.
Trên cơ sở các hiệp định khung này, ngày 6/3 tới, đại diện Bộ Tài chính Việt Nam và đại diện Cơ quan Hợp tác quốc tế Nhật Bản (JICA) sẽ ký 2 hiệp định vay cụ thể cho 2 chương trình nói trên.
