Overall plan to develop electronic commerce (E-commerce) in Vietnam period of 2011 – 2015 Vietnam for the problem of climate change and energy

To achieve the above targets, ePlan 2015 gave 05 main task groups whose of state management agencies from central to local levels to implement in the five year period of 2011-2015, including: a) To perfect the system of legal documents on E-commerce; b) Develop human resource of E-commerce; c) Provide online public services related to business activities; d) Development and technology applications, E-commerce services and e) Improve efficiency and capacity of state management. One important solution is to improve the system of legal documents on electronic commerce. In particular, the key task is to review, supplement, amend and promulgate policies and legal documents to support and facilitate the development of electronic commerce and in accordance with international practices and international commitments of Vietnam. In addition to the documents relating to recognize the legal validity of electronic documents, tax, consumer protection, ... also a very important task is to review, supplement, amend and issue new legal documents for dispute settlement, in law violation of E- commerce, including: a) Legal documents rule legally validity evidence of electronic documents; b) Legal documents on the settlement of disputes by arbitration in electronic commerce activities, including settlement mechanism online dispute; c) remedies for law violations of E-commerce; authority and mechanisms of inspection, testing and handling of administrative violations of the E-commerce of state management agency of E-commerce; d) The crime in the high technology field and the E-commerce in the Criminal Code.
